Biography
Floyd Stokes is a retired police chief and a retired sheriff's deputy with over 34 years California law enforcement experience as a district attorney investigator (major crimes); resident deputy sheriff; police chief (five different police departments--three California, two tribal); BIA SLEC federal officer; handler, trainer, evaluator, and manager of dual-trained police K-9s (apprehension, search, drug and explosives detection). Mr. Stokes is also a retired U.S. Navy Captain (O-6) with command intelligence and NCIS experience, and he is a retired adjunct instructor in the Administration of Justice Division at the College of the Redwoods. He is an author and editor of nationally-known law enforcement texts.

Biography
Joe Silva has over 43 years of public safety service and experience. Of the past 43 years, over 32 years were in the fire service, 27 of which with the California Department of Forestry and Fire Protection (now known as Cal Fire). During his last 18 years with Cal Fire, Joe served in various capacities as an investigating peace officer, ending his career as a Battalion/Bureau Chief in charge of a Unit Fire Prevention/Law Enforcement Program. He served 18 years on the Department's Arson Investigation Unit (AIU). After retiring from the State, Joe continued to serve in law enforcement, first as an interim police officer with the City of Trinidad, followed by serving his County first as a Deputy for the Humboldt County Sheriff's Department, then as a criminal investigator with the Humboldt County District Attorney's Office. And finally when Joe relocated to Montana, he served as an interim investigator for the Ravalli County Attorney's Office. Joe's past 30 years in law enforcement, combined with his extensive experience in the fire service as an arson and fraud investigator, has provided the background, experience, and skill necessary for his position as the operator of Silva & Associates.
During his tenure with Stokes & Associates, Joe worked a variety of cases, including law enforcement background investigations, major municipal administrative (internal affairs) investigations, law enforcement internal affairs investigations, fire/arson investigations, fraud investigations, and various other private or public agency investigations.
Joe operates Silva & Associates, our affiliate firm in Montana.
